This Post Office notice instructed postmasters to cancel all lettersheets, envelopes and postage stamps passing through their offices. They were to strike the stamps "on the face of Britannia". Specimens of the Penny Black, and the penny and two pence postal stationery were provided to enable comparison against forgeries.
