The exact date of this photograph is not known, but the message "You Need CANADA Needs You" is reminiscent of British wartime posters declaring "Your Country Needs You!".

 





This Atlas of Canada was published in 1916, a year after direct advertising for immigrants had ceased for the duration of the War. What better way to keep the image of peacetime Canada alive than an atlas for use in schools? The Canadian government was so confident that the flow of British and other immigrants would resume immediately after the War that it established a new department of Immigration and Colonization in 1917.
