In December 1966, Parliament passed the Medical Care Act, creating a national program of health insurance that guarantees universal access to health care regardless of income. Under this act, the provinces, constitutionally responsible for health care, receive federal funds in return for delivering services. The Medical Care Act came into effect on July 1, 1968.
