Rowland Hill included his own notes on this essay for the official inscription to be printed on the Mulready lettersheets. He sent the essay to the Secretary of the Post Office, Colonel William Maberly. Although no drawings had been completed at this stage, Hill attempted to describe the proposed illustration: "A Design with a figure of Britannia in the middle".
